Many people are grumbling and agitating over what they see as the added cost of fingerprints for responsible persons after 41F goes into effect. They lament that "the Sheriff will stonewall us and not make it easy to get them." Not sure why folks are thinking that the Sheriff has to do the prints. There are exactly two requirements for the prints:


1) The prints must be submitted on the standard FD-258 card that is stamped with the WVATF0800 ORI information for ATF-NFA Branch.
2) The fingerprints must be clear.


As confirmed with ATF as recently as this January, this means that you can even roll your own. Just make sure items 1 & 2 are fulfilled. Use the wrong card and it will be rejected. Have a tiny smudge? Rejected.

As for the passport photos, again, easy and low/no cost. As long as the photos meet the requirements: Printed on matte or glossy photo quality paper. 2 x 2 inches in size. Sized such that the head is between 1 inch and 1 3/8 inches from the bottom of the chin to the top of the head... You can do them yourself. There are even free apps for your smart phone to do this, selfie style.
